Warm spring weather is all around. Beautiful colors, yellow canola flowers, pink cherry blossoms, and blue of the seas, have embroidered Busan, and everyone is busy enjoying the flowers. This time of year, more and more people are out on the streets and at sites. It is noticeable that the number of expats in Busan is growing. 

  It is not that easy to listen to others in a busy city. One might even think that it is not reasonable to spare time to listen to immigrants or travelers in the hustle and bustle of everyday life. Even so, if one happens to encounter and talk to such people, he or she will realize that they also have their own stories. Busan Beat gives a voice to these stories.

  완연한 봄이 왔다! 부산은 유채꽃의 노란빛과 벚꽃의 분홍빛, 그리고 바다의 푸른빛으로 물들어가고 사람들은 저마다 꽃구경이 한창이다. 매년 이맘때쯤부터 점점 많아지는 거리의 사람들을 보면 새삼 부산에 외국인들이 많이 늘었다는 것을 실감하게 된다.

  하루하루 바쁜 일상 속에서 다른 이들의 목소리를 듣기는 쉽지 않다. 물론, 들을 기회가 있어도 이민자나 방랑자의 이야기까지 들어주는 것은 각박한 세상의 이치에 맞지 않는다고 느껴질 때도 있다. 하지만 막상 골목길 어귀에서 누군가와 만나 이야기를 나누게 되면, 실은 그들도 그들만의 삶의 이야기가 있었다는 것을 새삼 알게 된다. 그런 이야기를 담아내는 하나의 플랫폼이 바로 이 Busan Beat이기도 하다.

  BFIC has established a platform, the Busan Foreign Residents Council (BFRC), to bring Koreans and expats together in order to gather input for the purpose of developing policy related to Busan's multi-cultural community.

  부산국제교류재단이 내외국인을 함께 아우를 또 하나의 플랫폼을 만들었다. 부산 외국인주민들의 부산 라이프에 실질적으로 필요한 정책을 모색하고 반영하기 위한 “부산외국인주민대표자회의”다.

  Since its establishment in 2006, BFIC has supported various projects to make Busan a happier city inclusive of foreign residents. In the spirit of the Framework Act on Treatment of Foreigners Residing in the Republic of Korea, as legislated by government in 2007, May 20 was designated as Together Day. The purpose is to help foster a society where Koreans and foreigners in Korea respect each other’s cultures and traditions, and live in harmony. Accordingly, BFIC aligned the date of the Global Gathering to coincide with Together Week. This year, BFIC will also celebrate the creation of the BFRC which will reflect the voices of foreign residents regarding the policies of Busan Metropolitan City.

  Council members for BFRC were selected from among applicants from last February, and the first meeting was held in Busan Metropolitan City Hall on April 12. BFRC consists of twenty members from office workers to international students, of different ages, from nine countries. The council president is the mayor of Busan to ensure that the results of meetings are applied to policies. Council members hold their positions for two years and are divided in two sections: Human Rights & Culture, and Life & Competence. In the future, members from a greater variety of countries will be appointed, enabling the city’s support for foreign residents to be expanded.

  Busan continues on its mission to maintain its role as a global city on the Pacific Rim. A city where social diversity and the world coexist. Busan is no longer a small city. Busan citizens are welcoming and want to help global citizens to see Busan as their home. Effort is required to inspire one-time visitors to Busan to come back. Busan is embracing the world with a warm heart that does not consider race and gender. There is a bright hope that BFRC will play a key role in fostering a harmonious and interactive society for all of Busan's residents.

  부산국제교류재단은 2006년 창립 첫 해부터 외국인 주민과 함께 행복한 도시부산을 만들어 가기 위해 다양한 사업들을 진행해오고 있다. 2007년 정부가 제정한 '재한외국인처우기본법'에 의해 국민과 재한외국인이 서로의 문화와 전통을 존중하며 더불어 살아가는 사회를 조성하기 위하여 매년 5월 20일을 '세계인의 날'로 지정하였다. 이에 부산국제교류재단은 '어울마당'의 행사 개최시기를 '세계인의 주간'으로 옮겼으며, 올해는 외국인 주민들의 목소리를 직접 시 정책에 반영하는 “부산외국인주민대표자회의”를 만들었다.

  부산국제교류재단은 지난 2월부터 부산외국인주민대표자회의 위원들을 모집, 선발하였고, 4월 12일 부산시청에서 첫 회의를 가졌다. 위원으로는 직장인부터 유학생까지 다양한 연령, 계층의 9개국 20명이 선발되었고, 실질적 정책 반영을 위해 위원장은 부산시장이 맡았다. 선발된 위원들은 2년동안 인권·문화 / 생활·역량강화라는 두 분과로 나누어 활동하게 된다. 향후에는 더욱 다양한 국가 출신의 위원들을 위촉하여 부산 거주 외국인들을 위한 시의 지원을 확대해 나갈 예정이다.

  부산이라는 도시가 사회적 다양성과 세계가 공존하는 국제도시로 한걸음 더 다가가야 하는 것도 또 하나의 숙제이다. 부산은 더는 작은 도시가 아니다. 지금이 바로 세계인들이 부산을 내 집같이 여길 수 있게끔 시민 각자의 열린 마음이 요구되는 시기이다. 한 번 부산을 방문한 세계인들이 국제도시 부산을 다시 찾아오게 만들기 위한 노력이 필요하다. 부산외국인주민대표자회의 취지에 맞게 국민과 재한외국인들이 함께 더불어 살아가는 사회를 조성하는 데 큰 역할을 할 수 있기를 바란다.

Scene of The First Meeting of Busan Foreign Residents Council

  On April 12, the first meeting was held with Yoo Jae-soo, Chairman of BFIC (Vice Mayor for Economic Affairs of Busan) in attendance. Despite initial tension and nervousness, the council members, after receiving certificates of appointment, started to talk freely about the hardships of living in Busan and possible improvements.

  4월 12일, 첫 회의는 유재수 부산국제교류재단 이사장(부산시 경제부시장)이 참석한 가운데 진행되었다. 긴장감이 감돌았지만, 위원들은 임명장을 받은 후 각자가 겪었던 부산 생활에 대한 고충과 개선점에 대한 의견들을 자유롭게 내놓았다.

  I know there are global festivals like Global Gathering. I think it will be also nice if there are festivals themed by each country. I hope countries such as in Africa or Asia have more chances through their own festivals, for Busan people to know more about them and get closer.

  For immigrants to settle down in Busan, there needs to be more quality jobs in Busan.

  When I try to order in English at a café, the workers often do not understand what I say. I think English is a common language in the world, and it would be great if there are English-speaking cafés where people can easily order in English. This kind of place will be convenient for expats and also for Busan citizens who want to practice their English. The locations with more expats passing by, such as around Busan Station, can be ideal in my opinion. In addition, special event days where Koreans and expats can get together and enjoy, let me say Asian Week or International Friendship Day, would be very nice.

  “가끔 카페에 가서 주문하려 하면 영어를 잘 못 알아듣는 경우가 많다. 영어는 만국공통어이기 때문에, 영어를 사용할 수 있는 ‘영어 카페(English-speaking Café)’를 만들면 좋겠다. 이런 공간이 있다면 외국인들도 이용하기 편하고 부산 시민들도 영어를 배우기 좋을 것이라고 생각한다. 부산역과 같이 외국인 유동인구가 많은 곳에 만들면 좋겠다. 또한, 한국인들과 친해질 수 있는 Asian Week와 같은 International Friendship Day와 같은 행사를 만들면 좋을 것 같다.”

  I have been a reporter for Dream C.T. Multicultural Center for six years, writing about relations between immigrants and Koreans. I would like Busan to take more active interest in the hardships that immigrants face in Korea.

  I heard that there will be both English and Korean names on Alien Registration Cards for Koreans with Chinese nationality and for Chinese in Korea. I wonder if it can be done for all foreign residents in Korea.

  There are many interesting night markets in Busan. But I think there needs to be more representative souvenirs to promote Busan.

  Some Koreans are so introverted that there are times that it is hard for me especially to get information. When I try to look for information such as for finding a job, the opening of a business, or volunteering, the information is usually only in Korean. I think there should be a website offering information on Busan in various languages. Moreover, I think it is high time to develop programs that help expats adapt and settle more easily in Korea, programs such as ‘Adjusting to Work Environment in Korea’ or ‘Fraud Prevention’. We also need city aid to help raise foreign children in Korea.

  “한국인들은 다소 내성적이어서 특히 정보를 얻을 때 불편할 때가 있다. 구직이나 창업, 자원봉사 등 외국인들을 대상으로 하는 모집공고 등의 정보를 알아보고 싶어도 한국어로만 정보가 제공되는 경우가 많다. 여러 국가의 언어로 부산 정보가 제공되는 글로벌 웹사이트의 개발이 필요하다. 또한, 외국인들이 한국에 적응, 정착할 수 있는 프로그램 개발이 시급하다. 예를 들면 한국 직장 생활 적응 프로그램, 사기예방 프로그램 등 말이다. 한국에서 자녀를 키울 수 있도록 외국인 자녀 지원 혜택 등도 필요하다.”

  Some citizens think foreigners dump garbage on the streets recklessly, but it may be because they cannot read signs. I think important signs like ‘No Dumping of Rubbish’ should be written also in English.

  “외국인들이 길거리에 쓰레기를 막 버린다고 생각하는 시민들이 가끔 있는데, 안내 표지판을 읽지 못해서 그런 경우도 있다. ‘쓰레기 무단 투기’ 등 꼭 필요한 정보 안내 표지판은 적어도 영문으로는 병기되면 좋겠다.”

  I work for a hospital, and I see that there are not enough translators and interpreters. In my opinion, there are foreigners who speak Korean well and Koreans who speak other languages well, and Busan city should find ways to use them. And, while there are various programs for immigrants run by Busan Metropolitan City and BFIC, the promotion is not sufficient.

  It is difficult to have and raise children as a foreign woman in Busan. We may need to leave the job when pregnant. I hope for an institutional environment, which helps support foreign women to successfully manage both work and parenting.

  To create jobs for immigrants, it would be nice if the city gave benefits to smaller enterprises for hiring immigrants.
