From September 16 (Sat.) to 23 (Sat.), Busan Global City Foundation held an invitational training event in the hope of initiating other countries into outstanding policies in Busan in cooperation with Busan Initiatives and for World EXPO 2030. This training took place in step with the city’s diplomacy strategy, which is rapidly expanding along with two other training programs: ‘KOICA Global Training’ and ‘Invitational Training for Sisterhood Cities in Developing countries.’
In particular, the 'Busan Initiative', proposed as one of the national tasks of the Republic of Korea, is an international cooperation plan for cooperation and solidarity for sustainable development in the international community. And it is being promoted as a customized ODA project in the fields of climate change response, digital transformation, health care, food security, and education.
‘KOICA Global Training’, a training program that invited public officials in the field of urban development from 8 countries from South America and Africa, including Ghana and the Dominical Republic, was held for about a week. The program’s goal was to utilize Busan’s experts and officials to introduce policy direction and implement know-hows from fields Busan considers itself to be a leader in: △ Maritime Fishery, △ Water Environment, △ Transportation, △ Multimedia Contents.
The training was also combined with experience programs to visit related facilities; to make the best use of the contents and provide the latest trends and information about Busan Green Smart city policy. BGCF will put efforts in various fields for Busan to be established as a key city for mutual global cooperation by suggesting and sharing Busan ODA application plans.
In addition, BGCF invited 9 public officials from sisterhood and friendship cities of Busan: Surabaya in Indonesia, Ulaanbaatar in Mongolia, and Dili in East Timor, to provide an opportunity to help city development policies and related fields take one step forward based on ‘2023 Invitational Training for Public Officials from Sisterhood cities.’ The training included topics such as: △ Maritime policy, △ Urban flood responses, △ Supplying clean water, △ Intelligent transportation systems. These topics were chosen as they are fields that Busan considers itself a leader. It was a chance to be introduced to Busan’s excellent administrative policies related to Busan North Port Redevelopment Promotion Hall and to see some attractions in the city.
BGCF also proved Busan’s worth as a global city by laying the groundwork for mutual exchanges among the participants at the end of the both training programs.
Busan’s ODA project works to share Korea’s development experience from being a recipient country, to becoming a donor country, and to establish a path to export excellent city policies. BGCF, moreover, will work on laying the foundations for successful Busan ODA projects based on the cooperative relationship among the cities.
부산글로벌도시재단은 2030세계박람회 유치 지원과 부산이니셔티브와 연계한 부산시 우수 정책 해외 전수를 위한 다국가 초청연수를 9월 16일(토)부터 23일(토)까지 실시하였다. 본 연수는 ‘KOICA글로벌연수’와 ‘개도국 자매도시 초청연수’ 2건의 연수가 합동 추진되어 대폭 외연이 확대되고 있는 부산시 도시외교 전략과 발맞추어 실시되었다.
특히 대한민국 국정과제 중 하나로 제안된 ‘부산이니셔티브’는 국제사회 지속가능발전을 위해 협력과 연대를 위한 국제협력 방안으로 기후변화 대응, 디지털 전환, 보건의료, 식량안보, 교육 분야에 걸쳐 맞춤형 ODA 사업을 추진하게 된다.
가나, 도미니카 공화국 등 남아메리카, 아프리카 등 8개국 도시개발 관련 공직자를 초청하는 ‘KOICA글로벌연수’의 경우 약 1주일 동안 진행되었고 부산시 주요 유관부서 담당관과 지역 전문가가 참여하여 부산의 강점 분야인 △해양수산, △물환경, △교통, △멀티미디어 콘텐츠 정책 방향과 실행 노하우를 소개하였다. 부산 그린스마트시티 정책에 대한 최신 동향과 정보를 제공하고 본 내용이 효과적으로 활용할 수 있도록 관련 시설들을 직접 방문하여 체험하는 활동들도 병행했다. 연수 종료 후 재단은 부산형ODA 정책 활용 방안을 제안하고 공유하며 향후 부산시가 글로벌 상생협력의 중심 도시로서 자리매김할 수 있도록 다방면으로 노력할 것이다.
또한 재단은 인도네시아 수라바야시, 몽골 울란바토르시, 동티모르 딜리시에서 부산시의 자매·우호협력도시 공직자 9명을 초청하여 ‘2023년 개도국 자매도시 공무원 초청연수’ 사업을 바탕으로 각 도시 개발 정책 및 관련 분야를 한 단계 강화할 수 있는 자리를 마련했다. 부산의 대표적 강점 분야 정책인 △수산정책, △ 도시 침수 대응, △깨끗한 물 공급, △지능형교통체계에 대한 연수를 기획하였는데, 북항재개발홍보관 및 대표 관광지 체험 활동도 연계하여 도시의 사회경제적 성장과 문화환경발전을 모색하는 부산의 우수 시정 정책 사례를 적극 소개하는 기회가 되기도 했다.
양 연수 종료 후 모든 참여자들이 상호 교류하는 자리를 마련하여 부산의 글로벌 허브 도시 역량을 보이기도 했다.
수원국에서 공여국으로 발전한 대한민국의 발전 경험을 도시 차원에서 공유하고 도시 우수 정책 수출 활로를 마련하기 위한 부산형ODA의 다방면 탐색 작업은 계속되고 있다. 또한 재단은 도시 간 협력 관계를 바탕으로 성공적인 부산형ODA 기반을 마련할 수 있도록 할 예정이다.

The program had interesting lectures about smart transportation, fisheries industry, multimedia industry, and disaster management. Additionally, it included visits to public agencies to see their processes and projects regarding Green Smart City (hereinafter GSC). It was a magnificent opportunity for decision-makers to understand what a GSC is and identify some policy recommendations to be implemented.A GSC is a government’s comprehensive strategy for the sustainable transformation of a city with the aim being to enhance people's life, and deal with economic, environmental, and social changes. A GSC is not a digital solution that we can get on Amazon, it is a continuous process to build a prosperous city.From a policy standpoint, GSC implementation must consider, at least, the following recommendations: a) Strategic public and private partnership; GSC implementation is guided by a National Policy or Master Plan which establishes the commitments of government and private sector, b) Trustworthy digital infrastructure; cutting-edge digital technology and interoperable information systems to analyze, store, visualize and exchange data are the heart of a GSC, and c) Research-driven decisions; decision makers underpin their decisions with data-driven insights on policy briefs or research reports.Drawing on the above, Busan was and will be a rich base of knowledge and experience on how to handle a Green Smart City.지난 9월 16일부터 23일까지 부산에 열린 ‘지속가능한 도시 발전을 위한 그린 스마트시티 정책 강화’ 연수에 여러 국가가 참여했다. 해당 연수에서는 스마트 교통, 수산업, 멀티미디어 산업, 재난 관리 등에 대한 흥미로운 강의들이 진행되었다. 또한 그린스마트시티(이하 GSC) 관련 절차 및 프로젝트를 견학하는 공공기관 방문 일정도 포함되어 있었다. 의사결정자들이 GSC가 무엇인지 이해하고 실행해야 할 정책 권장사항들을 배우는 데에 매우 훌륭한 기회를 마련해 주었다.GSC는 삶의 질을 향상시키고 경제, 환경, 사회적 변화에 대처하는 것을 목표로 지속 가능한 도시를 위한 정부의 종합 전략이다. 이는 아마존에서 얻을 수 있는 디지털 솔루션이 아닌, 번창하는 도시 건설을 위한 지속적인 프로세스이다.정책적 관점에서 GSC를 실행할 때는 적어도 다음과 같은 사항을 고려해야 한다. 1) 전략적 공공/민간 파트너십: GSC 실현은 정부와 민간 부문의 책임을 확립하는 국가 정책이나 마스터 플랜에 따라 진행된다. 2) 신뢰할 수 있는 디지털 인프라: 데이터 분석, 저장, 시각화, 교환을 위한 최첨단 디지털 기술과 상호운용 가능한 정보시스템은 GSC의 핵심이다. 3) 연구 중심의 결정: 의사결정자는 정책 브리핑이나 연구 보고서에 대한 데이터 기반 통찰력을 활용해 의사결정을 해야 한다.위 내용을 바탕으로 하여, 부산은 그린 스마트시티를 어떻게 활용할지에 대한 풍부한 지식과 경험을 갖추고 있으며 앞으로도 그러할 것이다.
