Busan's Official Bid on World Expo 2030
2030부산월드엑스포 유치 총력!
World Expos are overseen by the Bureau International des Exposition (BIE) in Paris, which sanctions the event every 5 year. In 2015, Milan hosted and Dubai was selected to host the 2020 and Osaka the 2025. South Korea has previously hosted two smaller-sized world's fairs, Expo '93 in Daejon and Expo 2012 in Yeosu. But this bigger event is a first for Busan and for Korea.
월드엑스포는 5년마다 행사를 승인하는 파리의 국제박람회기구(BIE; Bureau International des Exposition)가 감독한다. 2015년 밀라노, 2020년 두바이에 이어 2025년에는 오사카가 개최지로 예정되어 있다. 한국에서는 이와 비슷한 규모의 엑스포가 두 차례가 개최된 바 있다. 1993년 대전엑스포와 2012년 여수엑스포이다. 하지만 월드엑스포 2030 규모의 큰 엑스포는 만약 부산이 선정된다면 한국에서 최초로 개최되는 것이다.

The aura associated with hosting a Wold Expo is partly due to its long history dating back to the first “Great Exposition” held in London in 1851. So understandably, the competition to host the prestigious event is arduous, detailed and heated. For Busan, it all began in 2014 with the initial idea, evaluation and planning. Then in 2015, Busan formed the “Citizens Committee for the World Expo” to actually begin preparing the city’s candidacy. In this ongoing process, Busan recently held the Fifth International Conference to gather input for its official bid which will be submitted in 2021. The conference gathered 300 experts, citizen and other stakeholders from across the country and internationally to fine tune the city’s proposal and make sure it fulfill all the BIE requirements and presents the most outstanding project when compared to the other competing countries.
The Deputy Secretary General of the BIE, Dimitri Kerkentzes, attended the conference and made an opening speech about the challenges and opportunities of mounting a successful Expo project. “If the will and the vision are there, it is a journey that I would strongly recommend,” Mr. Kerkentzes explained the importance of the overriding theme chosen for the event that should “raise awareness of and find responses to universal challenges of our time”. Dubai’s 2020 theme is “Connecting Minds, Creating the Future” and Osaka’s 2025 theme is “Designing Future Society for Our Lives”. The mayor of the city of Busan, Oh Keo-don, also addressed the conference saying that organizing World Expo 2030 can “provide a breakthrough in the future development of Busan”, with the potential to boost the economy by 40 trillion won and to generate 540,000 jobs.
The next step is for the city to fine-tune its proposal before submitting its official candidacy when the bidding opens up in 2021. If Busan’s wins the competition the city plans to hold the six-month Expo from May until October 2030. It is forecast that the event will attract more than 50 million visitors from an estimated 160 countries. In addition Busan Expo will generate 4.3 trillion won in direct foreign investment with an economic impact worth 63 trillion won, and create more than 70,000 jobs. Those are all very big numbers so it should be quite a party.

월드엑스포의 위신은 1851년 런던에서 열린 “만국박람회”로 거슬러 올라가는 기나긴 역사 덕분이다. 그러니 당연하게도 월드엑스포를 개최하기 위해서는 힘들고 열띤 경쟁을 거쳐야만 한다. 부산시는 2014년부터 월드엑스포 유치를 위한 준비를 해왔다. 2015년에는 “2030부산월드엑스포 유치 범시민추진위원회”를 출범하여 엑스포 개최지 입후보를 위한 본격적인 준비를 시작했다. 이 과정에서 부산시는 2021년 공식 입후보를 위해 최근 제5회 국제컨퍼런스를 개최했다. 컨퍼런스에는 국내·외 300여 명의 전문가와 시민, 이해당사자들이 모여 국제박람회기구의 요구조건에 맞춰 부산시의 기획안을 조율하고 다른 경쟁국가보다 뛰어난 안을 제안하는 데 초점을 맞추었다.
국제박람회기구의 드미트리 케르켄테즈(Dimitri Kerkentzes) 사무차장도 컨퍼런스에 참가해 부산시의 성공적인 월드엑스포 유치를 위한 기조 연설을 하였다: “월드엑스포 유치는 강력한 의지와 뚜렷한 목표의식이 있다면 꼭 추천 드리고 싶은 여정입니다. 시대의 보편적인 도전의식을 북돋우고 그 해답을 찾아야 합니다.” 2020년 두바이의 주제는 마음의 연결, 새로운 미래 창조(Connecting Minds, Creating the Future)이며 2025년 오사카의 주제는 생명이 빛나는 미래 사회의 디자인(Designing Future Society for Our Lives)이다. 오거돈 부산시장은 컨퍼런스에서 “2030부산월드엑스포를 통해 부산의 향후 발전을 위한 돌파구를 찾을 수 있고, 엑스포는 40조원 가치에 달하는 경제적 부흥과 54만개의 일자리를 창조할 수 있는 잠재력을 가지고 있다”고 연설했다.
남은 과정은 2021년 공식적인 입후보 제출 전 부산시의 기획안을 제대로 마련하는 것이다. 부산이 경쟁에서 이긴다면 2030년 5월부터 10월까지 6개월에 걸쳐 엑스포를 개최할 계획을 수립하게 된다. 엑스포를 개최할 경우 160개국 이상에서 5천만 명 이상의 방문객을 유치하고 63조원에 달하는 경제적 효과와 더불어 4조 3천억원의 직접적인 해외투자 이득을 창출하고, 7만개가 넘는 일자리가 만들어질 것으로 기대된다. 어마어마한 숫자들이니만큼 엄청난 규모의 파티가 될 것이다.
