Hospitals are a safe haven during uncertain times. Large or small, the expertise of the medical personnel is there to guide us through any medical problem and helps us feel better. One of the largest hospitals in Busan is the Pusan National University Hospital in Seo- gu. Founded in 1956 as the Affiliated Hospital to the College of Medicine, Pusan National University, the hospital has continued is mission to respect all life and bring health, hand happiness to mankind by providing the best quality education, research and treatment.
불확실성의 시기, 병원은 안전한 피난처였다. 크든 작든 전문 의료진이 의학적 문제를 해결하고 우리를 한결 편안하게 해주었다. 부산에서 가장 큰 병원 중 하나는 서구에 있는 부산대학교병원이다. 1956년 부산대학교 의과대학 부속병원으로 설립된 부산대학교 병원은 개원 이래 모든 생명을 존중하고 최고 수준의 교육, 연구, 치료를 제공함으로 인류에 건강과 행복을 전하는 사명을 꾸준히 수행해오고 있다.

Due to the Covid-19 outbreak, I was unable to sit down and speak directly with anyone, but Noh Ji-myeong, unit manager of the international care center was kind enough to answer questions about the hospital.
코로나 바이러스로 인해 담당자와 나란히 앉아 직접 이야기를 나눌 수는 없었으나, 부산대학교 국제진료센터 노지명 과장님으로부터 병원에 대한 친절한 설명을 들을 수 있었다.
C : Thank you for agreeing to answer questions for us. Can you tell me a bit about the history of the hospital? 질의응답에 응해 주셔서 감사합니다. 병원의 역사 에 대해 간단하게 말씀해주세요.
J : Busan University Hospital was opened in 1956 and will celebrate its 63rd anniversary this year. It has a focus on all areas of medical care and includes state of the art medical systems and has provided high quality care for the past 60 years. It has established itself as one of the best public medical centers in the world with world-class medical staff, advanced medical centers, and has been recognized for it’s excellence in safety and quality. We have won this certification for the past three years.
1956년에 개원하여 올해 63주년을 맞이하는 부산대학교병원은 지난 60여년동안 최신의학연구와 첨 단진료 시스템 도입, 공공의료서비스 수행 등 의료 전 분야에 걸쳐 노력해온 결과, 현재 세계적 수준의 의료진과 첨단 진료센터를 갖춘 최고의 공공 메디 컬센터로 자리매김하고 있으며, 환자안전과 의료서비스 질의 우수성을 인정받아 보건복지부로부터 3 주기 연속 의료기관 인증을 획득했습니다.
C : Can you tell us about the hospital itself? How many beds do you have and how many staff work here? 병원에 대해 설명해 주세요. 보유 병상 수와 직원의 수는 얼마나 되나요?
J : Currently we have 1,311 bed in our hospital. Our staff has over 3,300 employees and that includes about 630 doctors in 33 medical departments including internal, dental, and oriental medicine. It is a state-of- the-art medical center with about 30 specialized exam rooms, 16 specialized disease centers, Asha’s largest community trauma center, and a number of specialized departments designated for health and welfare services, including a respiratory disease center and the Busan Regional Cancer Center. It also operates the Institute of Medical Life for Clinical and Basic Medicine Research, the Institute of Convergence Sciences and Technology, the Medical ICT Convergence Center, and the Marine Medical Research Center, which are helping to lead to advances in bio healthcare.
1,311개 병상을 갖춘 상급종합병원으로 630여명 의 의사를 포함하여, 총 3300여명의 직원이 근무하 고 있으며, 현재 내‧외과계, 치과계 및 한의과 등 총 33개 진료과를 운영하고 있습니다. 30여개의 전문 검사실과 17개의 전문 질환센터, 아시아 최대 규모 의 권역외상센터와 권역호흡기전문질환센터, 부산지역암센터 등 다수의 보건복지부 지정 전문센터를 보유한 최첨단 메디컬센터로 현재 지역 의료서비스의 선진화를 이끌어나가고 있습니다. 또한 임상 및 기초의학 연구를 위한 의생명연구원과 미래산업인 바이오 헬스케어를 주도하고 연구하는 융합의학기 술원과 메디컬 ICT융합센터, 해양의료연구센터를 운영하고 있습니다.
C : What does the hospital specialize in? 병원의 전문분야는 무엇입니까?
J : We specialize in the treatment of serious diseases, including cancer. In the case of cancer patients, the institution operates a multi-dictionary integrated care system that helps determine the best course of treatment by bringing together the entire department, and a ‘cancer fast track’ that helps identify the cancer within one week from the examination to enhance the quality of treatment for the patient. We also specialize in organ transplants, having established a system for fast and safe organ transplants within the region. We started with pancreas transplants in 2013 and have expanded to heart transplants in 2015 and lung transplants in 2017. Recently, we have added simultaneous heart and kidney transplants for the first time.
암을 비롯하여 중증질환 진료에 특화되어있으며, 암환자 치료의 경우 암치료 유관 진료과 전체가모여 최적의 치료방법을 결정하고 적용하는 ‘다학제 통합 진료 시스템’과, 검사-진단-수술-퇴원까지 1주일만 에 완료할 수 있는 ‘암환자 패스트트랙’을 운영하여 의료의 질을 높이는 것은 물론 환자의 만족도 향상을 도모하고 있습니다. 또한 지역 내에서 빠르고 안전한 장기이식 수술을 위해 체계적인 장기이식 수 술시스템을 구축하여, 2013년 췌장이식, 2015년 심장이식, 2017년 폐이식에 성공하면서 다장기 이식이 가능한 병원으로 거듭났으며, 최근에는 지역 최초로 심장과 신장 동시이식수술에 성공하였습니다.
C : What outreach programs do you provide? 병원에서는 어떤 봉사활동 프로그램을 진행하고 있습니까?
J : We provide free medical services for the vulnerable (run by the Army Medical Corps), overseas medical services (once a year), Free school meals to volunteers, love bouquet delivery and other things.
취약계층 무료진료(아미 의료봉사단 운영), 해외 의 료봉사(연 1회), 무료급식 자원봉사, 사랑의 연탄배 달 등이 있습니다.
C : How many patients visit here per year? 연간 병원을 방문하는 환자 수는 얼마입니까?
J : Each year we have about 1.3 million patients per year. They come for various reasons but many patients visit who have serious diseases such as cancer and rare and incurable diseases.
연간 130만여명이 부산대학교병원을 찾습니다. 주로 암을 비롯하여 희귀난치성 질환 등 중증질환 환 자들이 방문하고 있습니다.
C : How many foreign patients visit your hospital per year? 연간 1만 1천여명의 외국인 환자분들이 병원을 찾습니다.
J : We have about 11,000 foreign patients per year. 연간 1만 1천여명의 외국인 환자분들이 병원을 찾습니다.
C : What can a foreign patient expect when they visit? 외국인 환자는 국제진료센터에서 어떤 도움을 받을 수 있습니까?
J : They can expect accurate diagnosis and the best medical treatment from our medical staff who have years of experience treating their disease. We have an excellent International Care Center who will help the patient all along the way. The purpose of visiting any hospital, whether in Korea or overseas, is to get the best treatment for your illness. Our hospital has state-of-the-art medical equipment and experienced medical staff so patients can expect high quality medical care when they visit. In addition, our hospital has nurses and coordinators who speak English, Chinese and Russian fluently, so they can be treated without communication problems.
다년간의 진료경험을 통한 정확한 진단과 최선의 치료 그리고 국제진료센터를 통한 외국인 지원서비스입니다. 외국인환자든 내국인환자든 병원을 방문하는 목적은 본인의 질환을 정확히 알고 그에 대한 최선의 치료를 받기 위해서입니다.저희 병원에는 최첨단 의료장비뿐만 아니라, 의료기술과 경험이 풍부한 의료진이 있어 환자들이 우리병원을 방문할 때 수준높은 의료의 질을 기대할 수 있습니다. 수준 높은 의료뿐만 아니라, 저희 병원에는 영어, 중국어, 러시아어를 능통하게 구사하는 간호사 및 코디네이터가 상주해있어 외국인환자가 방문했을 때 의사소통의 문제없이 진료가 가능합니다.

C : What should a foreign patient do before visiting? 방문 전에 외국인 환자가 해야 하는 일은 무엇입니까?
J : Since making an appointment is important to aid in communication, they must contact the International Care Center first and we will guide them through the rest of the scheduling process after consulting about the issue.
원활한 의사소통 지원을 위해 반드시 진료예약이 선행되어야 하므로 국제진료센터로 먼저 연락하여 사전상담 후 진료일정을 예약해야 합니다.
C : What translation services are provided by the hospital? 병원에서는 어떤 통역 서비스를 제공합니까?
J : The international Care Center at the Pusan National University Hospital offers English, Chinese and Russian translation services, and all doctors and nurses at the International Care Center can speak English.
부산대학교병원 국제진료센터에서는 영어, 중국어, 러시아어 통역 서비스가 제공되고 있고, 국제진료센터 소속 의사와 간호사는 모두 영어를 구사할 수 있습니다.
C :What non-medical support can a foreign patient expect from your hospital? 병원에서 외국인 환자가 받을 수 있는 비의료적 서 비스가 있습니까?
J : We provide foreign meals, English forms, hospital amenities (such as slippers, towels, toothbrushes, etc.) hotel information, and payment guarantee services provided by overseas insurers among others.
외국인 식단, 영문 서식 제공, 입원 편의물품(슬리 퍼, 수건, 치솔 등), 호텔정보 제공, 해외보험사 지불 보증 서비스 제공 등이 있습니다.
C : What should a foreigner from outside of Korea bring with them when they come for treatment? 해외에서 입국한 외국인 환자가 진료를 볼 때 준비 해야 하는 것은 무엇입니까?
J : They should bring their passport to identify themselves, any results from local exams and their medical team’s report. Inpatients are provided with some hospital items, but they should prepare necessary items like toiletries and such according to the length of their stay.
환자의 신분을 확인할 수 있는 여권과 현지에서 수행한 검사결과지, 담당 의료진의 소견서를 가지고 오시면 됩니다. 입원진료의 경우 별도의 편의물품이 제공되나 입원기간에 따라 체류에 필요한 물품을 준비해오셔야 합니다.
C : Moving away from your hospital, in general why should a foreigner come to Busan for medical treatment? 부산대학교병원뿐만 아니라, 외국인 환자들이 부산에서 진료를 받을 때의 이점은 무엇입니까?
J :According to the 2019 Foreign Patient Satisfaction Report by the Korea Health Industry Promotion Agency, the most important factors for foreign patients to choose Korean hospitals are medical technology(37.1%), medical staff reputation(26%), and foreign language services(9.9%), which shows that they consider the quality of the institution when choosing a hospital. Busan is the city that has the most university hospitals outside of Seoul, and because there are so many medical institutions with high quality medical technology, there are many options. There are also so many tourist resources to enjoy in Busan, both the natural scenery, local culture and shopping, so I think many foreign patients consider Busan over other areas.
2019년 보건산업진흥원 외국인 환자 만족도 조사 결과보고서에 따르면 외국인 환자가 한국 병원을 선택할 때 가장 중요하게 고려하는 요소로 의료 기술(37.1%), 의료진 명성(26.0%), 외국어 서비스 (9.9%) 등 순으로 나타나 병원 선택시 기관이 보유하고 있는 의료수준과 안정성을 높게 고려하는 것을 알 수 있습니다. 부산은 수도권을 제외한 지역 중 가장 많은 대학병원을 보유하고 있는 도시로 수준높은 의료기술과 시스템이 구축된 의료기관이 많아 선택의 폭이 넓고, 더불어 천혜의 자연경관과 지역 문화, 쇼핑을 모두 즐길 수 있는 관광자원이 풍부하므로 외국인환자의 경우 다른 지역보다 부산을 고려한다고 생각합니다.
C : How has medical tourism changed since the hospital opened? How about since you started working here? 병원이 문을 연 이래 의료관광은 어떻게 변해왔습니까? 과장님께서 근무를 시작하셨을 때부터 어떤 변화가 있었습니까?
J :That is a very broad question. Medical tourism at PNUH is in line with the history of medical tourism in Busan. After the law was revised in 2009 and 2010, PNUH has seen an annual growth rate of 30.7% in foreign patients since it began attracting foreign patients. The largest number of medical tourists to Busan are from Russia, China, and Japan. Analysts say that a weak medical system in East Asia and demand from Russians who want to spend time looking at the ocean in a relatively warm city while enjoying a vacation during their treatment, so they choose Busan. Based on this demand, the Busan Medical Tourism Project has been pushing various ideas to promote advanced medical technologies such as the opening of a telemedicine center, hosting local medical tourism fairs, and training projects with the focus on the core market.
질문의 범위가 매우 넓습니다. 부산대학교병원의 의료관광 역사는 부산의 의료관 광 역사와 함께 하는데요, 2009년 5월과 2010년 1월 의료법 개정 후 외국인환자 유치에 대한 법적근거 마련을 시작으로 본격화 되었다고 볼 수 있으며 부산대학교병원은 본격적으로 외국인환자 유치를 시작한 이래 2019년까지 30.7%의 연평균 성장률을 기록하고 있습니다. 부산을 찾는 의료관광객들 중 가장 많은 수를 차지하고 있는 나라는 2018년 보건산업진흥원 외국인환자 유치실적 통계자료에서 확인할 수 있듯이 러시아, 중국, 일본순이며 러시아는 부산 의료관광의 핵심시장이라 할 수 있습니다. 극동지방의 취약한 의료시스템, 상대적으로 따뜻한 도시에서 바다를 바라보며 치료와 함께 휴양을 즐기려는 러시아인들의 수요가 부산으로 집중된다는 분석입니다. 이러한 수요를 기반으로 부산 의료관광 사업은 핵심시장을 중심으로 원격진료센터 개소, 현지 의료관광 박람회 개최, 의사연수사업 등 선진의료기술 홍보를 위한 다양한 사업을 추진해오고 있습니다.

C : What do you think the future of medical tourism will be both for your hospital but also for Busan? 부산대학교병원뿐만 아니라 부산 전체에서 의료관광은 앞으로 어떻게 변화해 갈 것 같습니까?
J :According to Allied Market research in 2019, the global medical tourism market is expected to grow by 12.9% annually through 2025. With medical tourism already recognized by many countries as a representative high value industry, and with many countries promoting it as a strategic industry, I expect the medical tourism market to group and develop in the future. To accommodate this trend, PNUH is planning to lead the medial tourism market by attracting patients and exporting technology to foreign countries. In order to attract medical tourist and develop these advance technologies in advance of the fourth industrial revolution, we will become a central hospital that drives the reginal medical centers by nurturing the Institute of Medicine and the Institute of Convergence Science and Technology. If you look forward to medical tourism in Busan, Busan will continue to grow in the area in the future, as it has many university hospitals, including our hospital, has advanced medial technology, and beautiful locations for tourism such as the ocean, various rivers, hot springs and mountains.
