북한 새터민을 돕는 부부

For most of their lives, right up until May of 2012, Pastor Lou Gallo and his wife Lisa knew next-to-nothing about North Korea. Like most, they associated the country with its erratic leader, Kim Jong Un. It was next to South Korea, of course, the country their adopted teenage daughter had recently fallen in love with. Basically, though, that was it.

 

Then, practically overnight, everything changed.

 

Not knowing what to expect, the couple had gone to a speaking event near their home in Virginia where three North Korean defectors were telling their stories. What the Gallos heard floored them.


2012년 5월 전까지만 해도 루 갈로(Lou Gallo) 목사와 아내 리사(Lisa) 씨는 북한에 대해 아는 것이 거의 없는 상태나 마찬가지였다. 대부분의 사람처럼 두 사람에게 북한은 변덕스러운 지도자 김정은으로 대표되는 국가였다. 또한 10대인 수양딸이 최근 사랑에 빠진 한국과 이웃한 나라이기도 했다. 처음에는 그저 그뿐이었다. 


그리고 말 그대로 하룻밤만에 모든 것이 바뀌었다.


어떤 일이 일어날지 알지 못한 채, 부부는 버지니아 집 근처에서 열리는 말하기 행사에 참가해 탈북자들의 이야기를 듣게 되었다. 그들의 이야기는 갈로 부부에게 엄청난 충격을 가져다 주었다. 



“You just can’t imagine that people are living that way,” said Lisa of what they heard that night. “I remember thinking, ‘I went to Starbucks this morning and I was worried about what flavor to choose, and there are people who are having to eat tree bark and grass and snakes just to fill their bellies. It sounded like a modern-day Holocaust to us and we just couldn’t walk away that night without figuring out what little part we could play.” 

 

The first time they found a “little part” to play was not long after – that very night, in fact. One of the defectors mentioned a young orphan girl who had recently escaped from North Korea but was now in limbo, trapped in China with no conceivable way out. The main problem was money: even after North Koreans make it out, they must pay upwards of ,000 – a fortune in North Korean won – for a broker to smuggle them through thousands of miles of hostile Chinese territory to Thailand, the first country that offers defectors safe haven and flights to Seoul. Lou and Lisa, along with a few others in the audience that night, quickly organized a fundraising concert at their church. They met their goal of ,000. The North Korean girl got to Seoul, and then to the Denver, Colorado family who fostered her, not much later.


Before they knew it, they were meeting North Korea human rights advocates and leaders of NGOs. Prominent defectors like Shin Donghyeok and Ji Seongho used their home as a base when they came to testify in front of the United States Congress and United Nations about crimes against humanity occurring in their native land. When exchange students from the North needed a place to stay in the D.C. area, once again, the Gallos couldn’t say no. They hosted them all, and even threw a Super Bowl party for their Korean guests with kimchi pizza as the main entrée.


“그런 식으로 살아가는 사람들이 있다는 걸 상상하기 힘드실 거예요.” 그 날 밤 들었던 이야기에 대해 리사 씨가 말했다. “이런 생각을 했던 게 기억나요. ‘오늘 아침 난 스타벅스에 가서 무슨 맛을 고를까 고민했는데, 세상에는 배를 채우기 위해 나무 껍질과 풀을 먹고 뱀을 잡아 먹어야 하는 사람들이 있구나. ‘ 마치 현대의 홀로코스트를 보는 것 같아서, 작더라도 우리가 할 수 있는 일이 무엇이 있을까 알지 못한 채로는 걸음을 뗄 수가 없었어요.” 


처음 부부가 “작더라도 할 수 있는 일”을 찾는 데는 오랜 시간이 걸리지 않았다. 사실 바로 그 날밤이었다. 탈북자들 중 한 명으로부터 최근 북한을 탈출했으나 더 이상 나갈 수 있는 방법이 없는 상태로 중국에 갇혀있다는 이야기를 들은 것이다. 가장 큰 문제는 돈이었다. 무사히 북한을 탈출하더라도 혹독한 중국령에서 태국까지 수천 마일을 밀입국 시켜주는 대가로 브로커에게 북한 돈으로는 거금인 10,000 달러가 넘는 돈을 내야 했기 때문이다. 태국은 서울로 향하는 비행기를 타기 전 탈북자들에게 피난처가 되어주는 첫 국가였다. 루와 리사 부부는 그 날 밤 몇몇의 관객들과 함께 그들의 교회에서 모금 콘서트를 기획했다. 목표금액은 10,000 달러였다. 그 탈북 소녀는 서울로 갈 수 있었고, 얼마 지나지 않으 콜로라도 덴버에서 위탁부모를 만날 수 있었다.


그 사실을 깨닫기도 전에 부부는 북한인권운동 지지자들과 NGO 리더들을 만났다. 신동혁이나 지성호처럼 잘 알려진 탈북자들이 미의회나 UN에 출석해 고향 땅에서 벌어지는 반인권적인 범죄들에 대해 증언할 때 그들의 집을 본부로 쓰고 있었다. 또 다시 북한에서 온 교환학생들이 워싱턴 D.C. 지역에 머물러야 했을 때, 갈로 부부는 안 된다는 말을 할 수 없었다. 부부는 수퍼볼 파티를 여는가 하면 메인 메뉴로 김치 피자까지 준비하며 학생들을 맞이했다. 

 

Lou was still busy as a pastor at his Virginia church. Prior to landing smack dab in the middle of the North Korean activist world, the Gallos had ministered together there and at a congregation in New York state the past 26 years. Retirement was in sight. Nevertheless, one night, Lisa, still wanting to do more, sent an email to Susan Scholte, an influential North Korea human rights activist.“The email said, ‘We want to get more involved either here or in Korea,’” said Lou.


“I don’t know why I added ‘or in Korea,’” Lisa said, laughing. “We hadn’t made that plan that we were going to move to Korea. But the next thing I know, she writes back with an offer for us to be connected to a North Korean defector school in Busan that was looking for native English teachers.”


루 씨는 버지니아 교회에 있는 목사만큼이나 바빴다. 북한 활동가 세계에 정면으로 발을 들이기 전, 갈로 부부는 26년 간이나 버지니아와 뉴욕 신도들을 돌보고 있었다. 퇴직이 코앞이었다. 하지만 어느 날 밤 리사 씨는 더 많은 일을 하고자 영향력 있는 북한 인권 운동가인 수잔 스콜트(Susan Scholte) 씨에게 메일을 보냈다. 

루 씨는 이렇게 말한다. “이메일 내용은 이랬어요. ‘이곳에서든 한국에서든 더 많은 활동에 참여하고 싶습니다.” 


“왜 ‘한국에서든’이라고 덧붙였는지 모르겠어요.” 루 씨는 웃으며 말을 이었다. “한국으로 가서 살 거라는 계획을 한 적이 없었어요. 하지만 이후 수잔이 부산에 있는 탈북자 학교에서 원어민 영어 강사를 모집한다며 저희에게 알려 주었어요.” 


The school in question was called Jangdaehyun School, an alternative school in Gangseo, Busan, which opened its doors in 2014. It had been conceived only two years before, after the school building was donated anonymously to the principal, Dr. Changho Lim, and became the first school exclusively for North Korean defectors outside of the greater Seoul area.


이 학교의 이름은 부산 강서구에 있는 2014년에 개교한 대안학교 장대현학교였다. 당시 장대현학교는 설립된 지 갓 2년된 학교로, 교장인 임창호 박사가 학교 설립을 위한 익명 기부를 받은 뒤 서울과 수도권 바깥에 있는 탈북자들만을 위해 지어진 첫 학교였다. 


 

The Gallos arrived at the school in 2015. The student body was small – 23 students was and still is the building’s maximum capacity – not to mention nontraditional. Several students, including one who was in her early 20s, had never set foot in a school in their lives. Others, born in China to their North Korean mothers who had essentially been sold to Chinese men, didn’t even speak Korean. Not only did Jangdaehyun’s curriculum take those students into account, it gave them the childhoods they’d missed. Several times a semester, students went on field trips around the country to expedite students’ immersion into the country and the modern world at large. They took in palaces of the ancient Silla dynasty in Gyeongju, picked maeshil (Korean plums), even went to water parks. Lou, a former life guard, taught many students, still jittery around water from their past memories wading sometimes chin-deep across rivers into China, to swim. Both Lou and Lisa said that by this time, they were in love with almost everything about the school.


“We’d visited Mexican orphanages before and seen refugee stories on TV, but I was really just struck with how joyful and kind the kids were, and the heart of the teachers for them – it was like a family,” Lisa said. “It just really drew you in because it seemed like a very safe place for these kids who had gone through these horrific things. The stories of some of these kids could be in a movie.”


갈로 부부는 2015년 이 학교에 왔다. 학생 수는 적은 편이었다. 당시 학생은 23명으로 적은 편이었고, 현재까지도 학교의 최대 수용인원은 변하지 않고 있다. 비전통적이라는 점은 말할 필요도 없다. 20대 초반이었던 한 여학생을 비롯한 몇몇 학생들은 평생 학교에 발을 들여본 적이 없었다. 중국 남성에게 팔려간 북한 어머니에게서 태어난 중국 국적의 학생들은 한국어를 전혀 할 줄 몰랐다. 장대현학교의 커리큘럼은 이 학생들의 사정을 모두 고려했을 뿐만 아니라 그들이 잃어버린 학창시절을 되찾아 주었다. 학생들은 한 학기에 몇 번씩 작게는 한국 생활에, 크게는 현대의 세계에 익숙해질 수 있도록 현장 학습을 다녔다. 경주 신라 유적지를 방문하고, 매실을 따고, 워터파크에 가기도 했다. 전직 인명 구조원이었던 루 씨는 중국으로 가기 위해 턱까지 차오른 강물을 건너야 했던 과거의 기억 탓에 물을 두려워하는 많은 학생들에게 수영을 가르쳤다. 부부는 당시 이 학교의 거의 모든 것과 사랑에 빠졌다고 입을 모아 말했다.


리사 씨는 이렇게 말한다. “이전에 멕시코 고아원을 방문하거나 난민에 관한 이야기를 TV에서 본 적은 있었지만, 밝고 친절한 아이들과 그 아이들을 향한 선생님들의 마음을 보고 크게 감명을 받았어요. 꼭 가족 같았어요. 그 끔찍한 일들을 겪어야 했던 아이들에게 너무나도 안전한 장소처럼 보여서 정말로 시선을 뗄 수가 없어요. 이 아이들의 이야기는 영화로 만들어도 될 정도예요.”



 

One such story is that of Su Ok, who graduated from Jangdaehyun in 2019. Her family’s troubles began when she was just 9 years old and her father contracted a relatively benign liver condition. Unable to get the simple treatment that would have been abundant had they been in the South, he died not much later. Struggling to make ends meet, the family sent Su Ok’s older sister Ok Hee to China in search of food, or any kind of opportunity, for that matter. She never returned. Assuming the worst and with little to lose, Su Ok and her mother threw caution to the wind and left North Korea themselves, then made their ways down China’s version of the underground railroad to South Korea. Su Ok’s mother had to leave her alone in China for months in order to earn enough money in South Korea for her to follow. When Su Ok finally made it to Hanawon, South Korea’s processing center for North Korean defectors, to her shock, Ok Hee – who had been on her own odyssey, including deportation from China, followed by imprisonment and torture in North Korea – was already there.


When Su Ok first arrived in South Korea, she attended a public school in Changwon, but felt like an outsider. Then, in 2014, she came to Jangdaehyun. Not only were most of the students from North Korea, some even came from the same town as she did! She referred to her time at the alternative school as a turning point in her life, namely because of teachers like Lou and Lisa.


“They gave me love, and l learned to be loved through them,” said Su Ok. “They also showed me a wider and bigger world. Those things helped me a lot even after I graduated. I think they are the people who love South Korea and North Korea the most among Americans.”


이 아이들 중에는 2019년 장대현학교를 졸업한 수옥이도 있다. 수옥이 가족의 비극은 수옥이가 9살 되던 해 아버지가 상대적으로 양성인 간 질병에 걸린 뒤부터 시작되었다. 남한에 있었더라면 충분히 받고도 남았을 간단한 치료도 받지 못한 채 아버지는 얼마 안 가 돌아가셨다. 생계를 유지하기 위해, 수옥의 가족은 수옥의 언니 옥희를 중국으로 보내 먹을 것을 비롯해 여러 방도를 찾고자 했다. 언니는 끝내 돌아오지 않았다. 최악의 상황을 가정하며, 더 이상 잃을 것도 없었던 수옥과 어머니는 북한을 탈출하기로 마음먹고 중국의 지하 철로를 따라 남쪽으로 내려왔다. 어머니가 남한에서 수옥을 데려오는 데 필요한 돈을 버는 동안, 수옥은 몇 달 간 홀로 중국에 남아야 했다. 마침내 수옥이 한국의 북한이탈주민정착지원사무소인 하나원에 도착했을 때, 놀랍게도 혈혈단신으로 긴 여정을 떠나 중국으로부터 강제추방을 당하고 북한에 수용되어 고문까지 당했던 언니 옥희도 이미 그곳에 있었다.


처음 한국에 도착한 수옥은 창원에 있는 공립학교에 들어갔으나 스스로가 이방인처럼 느껴졌다. 이후 2014년이 되어 수옥은 장대현학교로 왔다. 대부분의 학생들이 북한 출신이었을 뿐만 아니라 몇몇은 수옥과 같은 동네 출신이기까지 했다! 수옥은 이 대안학교에서의 시간이 갈로 부부와 같은 선생님들 덕에 삶의 전환점이 되어줬다고 말한다.


“선생님들은 제게 사랑을 주었고, 저는 그 분들을 통해 사랑 받는 법을 배웠어요.” 수옥이 말했다. “더 넓고 큰 세상도 보여주셨습니다. 그 모든 것들은 제가 졸업한 후에도 큰 도움이 되었어요. 두 분만큼 남한과 북한을 가장 사랑하는 미국인은 없을 거예요.”


During their time in Busan, the Gallos’ love for Korea led them to extend themselves even further than their teaching jobs at Jangdaehyun. Lisa began a second-hand jewelry store called Second Chance. All the proceeds are sent to defector schools. They’ve also started their own Christian NGO, NK Missions, through which they seek to further support young defectors in the South through mentoring, missions work, and even sponsored trips to America during which North Koreans can experience for themselves the country they heard so incessantly vilified growing up in the North.


On one such trip, the Gallos arranged for the three young North Koreans with them to speak at Chantilly High School, a school in northern Virginia with over 2,000 students. “The principal of the school gave them a 90-minute assembly to speak,” Lou said. “They overran their time and the bell rang, but none of the students got up. At the end of this speech, one of the North Korean students said, ‘Don’t ever take your freedom for granted.’” 


But one Chantilly student in attendance, a Korean-American girl whose grandfather had actually escaped from the North as well, admitted that, up until that assembly, she had.“She had assumed he’d just climbed easily through a tunnel to South Korea. She said she couldn’t wait to ask her grandfather what he’d really gone through,” Lisa said. “The kids’ stories had completely changed her paradigm.”


부산에서 지내는 동안, 한국에 대한 갈로 부부의 사랑은 장대현학교에서의 교사직을 넘어 더 넓은 세상으로 향하게 되었다. 리사 씨는 세컨드 찬스(Second Chance)라는 중고 보석점을 시작했다. 모든 수익금은 탈북자 학교로 보내졌다. 독자적인 기독교 NGO인 NK 미션(NK Missions)를 통해 남한에 있는 어린 탈북자들에게 멘토링과 선교활동은 물론이고 미국 여행 후원까지 지원함으로써 탈북자들이 북한이 끊임 없이 비난하던 바로 그 나라를 체험할 수 있도록 도와주었다.


어느 미국 여행에서, 갈로 부부는 재학생 수가 2천 명이 넘는 북 버지니아의 찬틸리 고등학교(Chantilly High School)에서 세 명의 어린 탈북자들의 발표할 수 있도록 준비했다.

 루 씨는 말한다. “해당 고등학교 교장 선생님께서 아이들이게 90분 간의 조회 시간을 주고 발언하게 해 주셨어요. 주어진 시간을 초과하고 종도 울렸지만 학생들 중 누구도 자리에서 일어나지 않았습니다. 발표가 끝나고 북한 학생 중 한 명이 말했어요. ‘여러분이 누리는 자유를 결코 당연하다고 생각하지 마십시오.’” 


찬틸리 고등학교 참가자 중 한 명이었던 한국계 미국인 여학생은 자신의 조부께서도 북한에서 탈출한 탈북자이라며, 발표가 끝날 때까지 할아버지의 삶에 대해 제대로 알지 못했음을 인정했다.

 “그 학생은 할아버지께서 쉽게 터널을 올라 남한으로 왔다고 생각했다고 하더군요. 할아버지께 실제로 어떤 일들을 겪었는지 여쭙고 싶어서 어쩔 줄을 모르겠다고 했어요.” 리사 씨가 말했다. “그 북한 학생의 이야기가 그 여학생의 인식을 완전히 바꾸어 놓았던 거예요.”


 

Since that night over 10 years ago now when the Gallos first heard from North Korean refugees and had their paradigms similarly upended, their future has been somewhat unclear. Though they admit they don’t know for sure what it will hold, they still feel much like they felt that night in 2012: that they have to do something.


“Before we came, there was an assumption that South Koreans would have had North Koreans in a much more prominent place in their minds and hearts,” Lisa said. “While we’ve been here and had North Korean speakers at church events, I can’t tell you how many South Korean congregation members have come up to us after and told us how shocked they were by the defectors’ stories too. South Koreans who heard about what we’re doing have come up to us and said, ‘You’re an American. I’m the Korean. I should be doing this. Why are you doing this?’ That’s when Lou will always say, ‘This isn’t a Korean issue, this is a human issue. These are people. These are people who are being deprived of their basic freedoms. So this isn’t about Korea. This is about humanity.’”


10여 년도 더 지난 그 날 밤 갈로 부부가 탈북자들의 이야기를 처음 듣고 그들의 인식 또한 비슷하게 바뀌었던 이래로 그들의 미래는 다소 불확실한 채였다. 여전히 앞으로의 일을 예측할 수는 없지만, 부부는 지금도 2012년 그날 밤과 같은 마음이다. 무언가를 해야만 한다는 바로 그 마음.


리사 씨는 말한다. “여기 오기 전까지는 한국 사람들이 스스로를 북한 사람들에 비해 정신적, 심적으로 훨씬 더 우위에 있다고 여길 줄 알았어요. 하지만 이곳에 온 이후나 교회에서 탈북자들의 이야기를 들었을 때, 정말 많은 한국 신도들께서 저희에게 와 탈북자들의 이야기에 너무나 충격을 받았다고 말씀하셨어요. 저희가 한국에서 하는 일을 들으시곤 ‘목사님 부부는 미국인이시고, 저는 한국인이에요. 이 일을 해야 하는 사람은 바로 저예요. 어떻게 목사님 부부께서 이 일을 하시는 거예요?’ 그러면 루는 항상 이렇게 말하죠. ‘이건 한국의 문제가 아닙니다. 이건 인도적인 차원의 문제예요. 그들은 인간입니다. 기본적인 자유조차 빼앗긴 사람들이죠. 그러니 이건 한반도의 문제가 아니에요. 이것은 인류의 문제입니다.”
