The Busan International Film Festival has been a staple in the Busan community’s cultural calendar since 1996. Each year, film makers from around the world fly in to screen their films and answer questions from audience members. It has been a great way to meet visionary directors, network, and become familiar with films that might be impossible to see otherwise.

부산국제영화제는 1996년부터 부산 지방 문화의 중심이었다. 매년 전세계 영화 제작사들이 작품 상영과 더불어 관객들의 질문에 답하기 위해 부산을 찾는다. 선구안이 좋은 감독들과 네트워크를 접할 수 있는 부산국제영화제는 다른 곳과 차별화된 영화 행사이다.

That was the plan after the success of the 2019 film festival, before the world was turned upside down with Covid- 19. The film festival had been optimistic that they would be able to open on time again, albeit with social distancing and other preventative measures in place. After all, the film festival had delt with far worse in the past, including a threatened loss of their main revenue stream and the loss of keystone members like Kim Jiseok, still, the film festival persevered undaunted.

2019 영화제 대성공 이후 영화제의 계획은 이러했으나, 코로나19로 인해 전세계가 뒤집어지고 말았다. 사회적 거리두기와 예방 수칙을 지키면서도 올해 영화제를 개최할 수 있을 거라는 긍정적인 전망을 했으나 주 자금원 및 고 김지석 등의 주요 멤버를 잃고 과거보다 훨씬 좋지 않은 상황을 맞닥뜨렸다. 하지만 아직 영화제는 의연하게 대처하고 있다.

That was before the second big outbreak to hit Busan and the festival was forced to change their plans last minute. I spoke with Park Gaon, the Program Director in charge of Latin America and the British Commonwealth, about what is happening this year at the Film festival.

부산에 두 번째 유행이 돌기 전 상황이었고, 영화제 측에서는 마지막 순간 급하게 계획을 변경해야 했다. 라틴아메리카 및 영연방 지역 담당 프로그램 디렉터 박가온 씨와 함께 올해 영화제와 관련해 대화를 나누었다.

Can you tell me what is different this year?

올해는 예년과 어떻게 다른가요?

On average we used to have around 300 films. And each film would be screened around 3 times so that would be about 900 screenings. We would rent theatres around the Centum City area with 40+ screens. This year because of the virus we are only showing 193 films and they’ll only be screened at the Busan Cinema Center which only  has five screens including the outdoor screen.

평균적으로 300여개의 영화를 상영합니다. 각 영화는 3번씩 상영되니 총 900번의 상영을 하죠. 센텀시티 주변 스크린을 40여개 정도 대여합니다. 올해는 코로나 사태로 인해 193개 작품만 야외스크린을 포함해 5개 상영관을 가진 부산 영화의전당에서 상영됩니다.

Only 193? That seems like a fairly large reduction.

193개 작품만이요? 상당히 규모가 줄었네요.

Yes, it’s much fewer this year, but still a lot when compared to other film festivals like Venice and Toronto that only screened 50 films. So, the numbers are down but we are showing a considerable number of films this year given all the problems that the virus has caused.

네. 올해는 많이 줄었죠. 하지만 베니스 영화제나 토론토 영화제에서 50개 작품만 상영됐던 것에 비하면 좀 나은 편이에요. 작품 수는 줄었지만 코로나 바이러스 사태를 감안하면 상당한 양이라고 할 수 있어요.

Are you going to have international guests this year?

해외 게스트도 초청하시나요?

We were actively working on ways to bring international guests until August. At that time the pandemic was fairly well controlled in Korea and there were more opportunities to travel within Europe, so many European directors thought that since they could travel within Europe, why not travel to Korea. Everyone knew that Korea was doing a very great job at containing, the virus so they thought they would be safe coming to Korea. So, we were hoping that the situation would get better and that we could bring in a limited number of international guests who could be controlled while they were staying here. But that option became untenable with the increase in cases, so we asked the directors not to come, even if they were willing to quarantine. The atmosphere would be too different for the international guests and not showing the city as the warm and welcoming place that it usually is. So there will probably be no overseas guests at this year’s festival.

8월까지는 해외 게스트 초청을 진행 중이었어요. 그 때까지는 국내 팬데믹 상황이 잘 통제되고 있었고 유럽 내에서 여행도 가능했기 때문에 유럽 출신 감독들이 한국에 오는 것도 안될 것이 없었죠. 모두들 한국이 코로나 대응을 잘 하고 있다는 걸 알고 있어서 한국행이 안전할 거라고 여겼어요. 상황이 더 나아지면 체류 기간 동안 저희가 통제할 수 있는 선에서 소수의 해외 게스트를 초청할 계획이었습니다. 하지만 확진자 수가 증가하면서 상황이 불안정해지자 영화제 측에서 먼저 감독님들께 자가격리에 따를 의향이 있다 하더라도 방문을 자제해주십사 연락을 드렸어요. 해외 게스트들에게 부산이 예전과 분위기가 달라진데다 평소처럼 따뜻하게 환대해주는 상황도 아니었어요. 그래서 올해는 해외 게스트 초청은 없을 예정입니다.

What are the other changes to the festival this year?

올해 다른 변화는 어떤 것들인가요?

The biggest change was the cancelation of the opening and closing ceremony. Also, there will be no large group gatherings. This year, there will only be screenings in the theaters. We will have Q&As after the screenings. Korean guests will do the Q&As on the stage, whereas International guests who are available will connect digitally. We are trying many new technologies, so there might be glitches, but at least 90 international guests will be able to participate online to do the Q&As. Also, every Korean film will have a Q&A on the stage this year. So, the number of Q&As will be higher this year than in other years.

가장 큰 변화로는 개막식과 폐막식이 취소되었습니다. 대규모 모임도 없을 예정이에요. 올해는 극장 내 상영만 진행하고, 상영 후엔 Q&A 시간이 마련되어 있습니다. 한국인 게스트들은 무대에서, 여건이 되는 해외 게스트들은 온라인으로 연결할 예정입니다. 여러 가지 새로운 기술을 시도해보고 있어서 미흡한 부분이 있겠지만 적어도 90분의 해외 게스트들이 Q&A를 위해 온라인으로 참여해 주실 겁니다. 또한 올해는 모든 한국 영화에 무대 Q&A가 마련되어 있습니다. Q&A 횟수도 이전보다 많을 거예요.

How can people get tickets?

티켓은 어떻게 구매하나요?

Everyone must book their tickets in advance online. We are not operating an offline ticket booth and the tickets themselves will be delivered to their phone. We are also not operating an exchange booth this year. They also have to follow Korea’s Covid-19 measures.

온라인으로 티켓을 사전에 예약하셔야 합니다. 오프라인 부스를 따로 운영하지 않기 때문에 티켓을 개인 휴대폰으로 전송해 드립니다. 올해는 교환 부스도 운영하지 않아요. 대한민국 정부 코로나 19 안전 수칙의 일환입니다. 

What’s the hardest thing about planning the festival this year?

올해 영화제 기획에서 가장 힘든 점은 무엇인가요?

The biggest thing is the uncertainty. We don’t know what’s going to happen and when you’re preparing for a festival, a lot of things need to be decided in advance. We sometimes have to prepare for things months in advance and because of this uncertainty, so many things can cause drastic changes. I want to thank our staff members and the guests who are bearing with us because of these changes.

가장 큰 어려움은 불확실성이에요. 무슨 일이 일어날지 예측할 수 없는데, 축제 등을 기획하려면 사전에 결정해야 할 사항들이 아주 많아요. 몇 달 전부터 준비해야 할 것들이 많은데도 불확실성 탓에 여러가지가 크게 변할 수 있죠. 그 모든 변화를 감수해주신 스태프 및 게스트 여러분들께 감사드립니다.

Will there still be awards given this year?

올해 시상식은 그대로 진행되나요?

Yes. We aren’t going to have a closing ceremony on the stage this year, but we will have a ceremony with the award winners in attendance. I wish we could have it for everyone, but it will be limited. It’s going to be a very small event, but we are going to put it on our YouTube channel so people can watch it later.

네. 올해는 무대 위에서 폐막식을 진행하지는 않지만 수상자들과 시상식은 가질 예정입니다. 모두에게 참석의 기회를 드리면 좋겠지만 아쉽게도 그럴 수 가 없네요. 시상식을 소규모로 진행하는 대신 추후 유튜브를 통해 시청이 가능합니다.

Is there a limit to the number of people who can attend?

참석자 수에 제한이 있나요?

As of today, we have to limit the number of people who can attend theaters. Indoor events are limited to 50 people, and outdoor events will be limited to 90. We are keeping in constant communication with healthcare officials to make sure that everyone stays safe.

오늘을 기준으로 영화제 측에서는 극장 내 관객 수 를 제한해야 해요. 실내는 최대 50명, 실외는 최대 90명으로 제한되어 있습니다. 보건당국과 지속적인 소통을 통해 모든 분들이 안전하게 영화제를 즐기 실 수 있도록 노력하고 있습니다.
