“Mom, can we have a dog?" This is a plea that every parent dreads but knows will be coming someday. For expats in Busan, usually living in apartments, the plea can be heartrendering with all the pros and cons. It is a lot more complicated for expats as they rarely know how long they will stay in a place and moving means all the hassles and expense of animal passports, chip identification and shots. If you don’t take your animal with you, then you have to find a good home before you leave and saying “good bye” to your pet always carries sadness and social shame. So what to tell your kids when they band together to get a pet?

 Over the last ten years the popularity of pets, and especially tiny fashion canines, has skyrocketed in Korea. Haeundae is crawling with critters. On cold winter mornings masters are hurrying their dogs through their toilet walks while they draw on their cigarettes in their gloved hands. That brings us to the parent’s first line of defense: “Who is going to take care of it?” This opens the first fallacy of the benefits of pet ownership: “It fosters child responsibility.” This can be the case. The tasks of caring for the daily needs of a pet are certainly within the capacity of even a seven-year-old, and the routine can instill an appreciation for the habit of care, cleanliness and necessity to give time to those you love. It can help build the bond between the caregiver and receiver and a sense of ownership and responsibility. It can develop time management and resource planning as dog food and kitty litter need to be reordered before you run out. Having a pet can make children aware that the family is responsible if the animal escapes and harms another person or property. It can also teach that life is full of trade-offs: their clothes will be full of dog hair, their toys will be chewed on and their favorite reading corner will be occupied. Pets can be needy, especially dogs who are very persistent in demanding you play, play, PLAY! Pets can also teach children how to share responsibilities and that pets require time, cost money and sometimes require tough decisions weighing up costs and attachment. Animals can also teach children how looking for your key gives you the feeling that you have been missed. A cat snuggling up next to you on the couch in the evenings gives much appreciated company by listening without interruption and without burden you with its problems. Cats and dog can live into their upper teens in human years so can offer a longterm affective relationship. They are usually very flexible and, as long as fed and loved, adapt well to new environments. They can add stability to an international life of moving around.to deal with sorrow and loss of a loved one. So there are definitely learning opportunities in pet ownership.

 To the defense “Who is going to take care of it" the kids inevitably respond in unison “We will!” They say they will take care of everything, knowing that their parents will see the jobs of walking, feeding and cleaning aren’t getting done and quickly realize it is easier for the parents to do it themselves or let the pet die. So, like so many home chores, accepting an animal into the house on the premise that it is the kids who care for it, rather than becoming a learning opportunity in care, reinforces the child’s awareness that if they do the job poorly enough, mom will pick up the slack.

 Besides the benefits for children, pets can also enrich the lives of adults. Many expats live alone. Having a welcoming dog or cat scratching on the inside of the door when you are looking for your key gives you the feeling that you have been missed.  Walking your dog is a great way for the owner to get her exercise and to meet other people. A regular schedule can develop into friendships. There are also pet hotels and cafes for animals and their owners. Busan has its new entry in this unique category of luxury accommodation at the Petel behind the Grand Hotel on Haeundae Beach Road, east of Jade Towers. They are good sources for meeting people with shared interests and for information on vets, kennels, dog sitters, municipal requirements and traveling with pets. These “boutique” cafes often sell special pet treats and paraphernalia to spoil your four-legged friend. 

 The time spent walking the dog can be time for meditation and enrichment. Take your language course on your telephone and come back with at least one new expression every time you go for a walk. You will be surprised how fast your repertoire will grow. Use the expressions with people you meet or just practice with your dog! He won’t embarrass you. You can also listen to educational podcasts or just enjoy your favorite music. See the dog walk as a break in your day for you to get outside and to think about you! Try varying your route so you learn about your environment. Plan the time into your day. Don’t see it as something you have to squeeze in. Enjoy it! It is the one time of the day when nothing really wrong can happen.

 The problem is what to do when you travel. With cats, given the new feeders with reservoirs of food and water and a good litter box, you can go away for a couple of days, but dogs need to get out. This means arranging with neighbors (check with the international schools for dog sitters) or taking Fido to the kennel which can get very expensive. You also need a reliable and affordable vet. You may have to pay a premium for the convenience of a vet that speaks your language even though you may not need it.

 If you are planning to take your pet abroad, then a pet passport may be necessary. The pet passport originated in the European Union. It allows pet owners to obtain a blue passport from a veterinarian and travel within EU member countries. These days almost all the countries around the world accept pet passports. Each country has its specific regulations on health certificates and limits on how many pets you can bring in. For example, if you are going to China with your pets, then you will need to provide proof of rabies vaccination, a health certificate and export documentation from your home country. If you are visiting the UK, proof of a tapeworm test may be needed to complete your pet passport. There is lots of information on this issue on the web.

 An international health certificate for your pets is critical if you plan to take your pet abroad. An international health certificate usually includes: name of pet, age, country of origin, breed, color, the owner’s name/contact info/address, etc. Some non-English speaking countries also require that the health certificate be translated into the language of that country.

 Cats and dogs are not the only household pets, of course. There are bird lovers, turtles, ferrets, and we even had a pair of rats, Mitsi and Claude. They proved to be very endearing. Claude would sit on my shoulder as I drove along. Mitsi would snuggle in the front pocket of my daughter’s sweatshirt as she would ride her bike. They would lay on their backs on our laps to have their soft, pink tummies rubbed...very smart, very funny, very cute! If you are looking for a new pet, consider adopting one from a shelter. Before caving in and getting that cute little puppy, do your research.

• Any signs of allergies in your family?

• Are you likely to be moving in the near future?

• Is the supplier of the pet reliable, and if a pedigree, are the animal’s papers, vaccinations, etc. in order?

• Are there any restriction to pets in your lease?

• And be sure to check the breed to see how big it is going to grow.

 “엄마, 강아지 키우고 싶어요!“ 이는 언젠가는 꼭 한 번 듣게 될 모든 부모가 두려워하는 말이다. 부산에서 거주하는 외국인으로서, 그리고 주로 아파트에서 생활하는 사람으로서, 반려동물을 키우는 일은 장단점을 지닌다. 그것은 외국인 주민으로서 좀 더 복잡한데, 거주 기간이 확실하지 않고, 반려동물 여권, 인식표 칩(chip identification), 예방접종 등의 비용, 그리고 일정 계획, 그리고 몇몇 국가의 출입 금지 등 신경 써야 하는 것이 한 두 가지가 아니기 때문이다. 만약 반려동물을 데려가지 않는다면, 집을 떠나기 전 반려동물을 데리고 있을 좋은 장소를 찾아야 하고 작별인사도 해야 한다. 그렇다면, 아이들이 반려동물을 키우고 싶다고 조를 때 뭐라고 말해줘야 할까?

 한국은 10년이 넘는 기간 동안 반려동물 수가 증가해왔고, 특히 작은 사이즈의 강아지 수는 기하급수적으로 증가하였다. 해운대는 반려동물로 북적인다. 추운 겨울 아침에도 견주들은 장갑을 낀 채로 반려견이 용변을 볼 수 있도록 산책을 서두른다. 이는 우리 부모들의 첫 번째 방어 전략이다: “누가 반려동물을 돌볼 건데?” 그러나 이 질문은 “반려동물을 키우는 일은 아이들의 책임감을 길러준다” 는 답변으로 대응할 수 있다. 반려동물을 하루 종일 돌보는 일은 7살 아이의 능력으로 가능하며, 반려동물을 돌보고, 청결하게 하고, 반려동물을 위해 시간을 할애하는 일은 일상에 스며드는 소중한 경험이 된다. 또한 돌보는 사람과 돌봄을 받는 동물 간에 유대감을 형성하여 책임감을 길러준다. 강아지 사료, 고양이 깔개(kitty litter)가 부족해지기 전에 미리 재주문함으로써 시간 관리 능력과 자원 배분 계획 능력도 기를 수 있다. 반려동물을 기르는 것은 만약 동물들이 탈출하여 타인 또는 타인의 재산에 해를 입혔을 경우 가족이 책임을 진다는 것을 아이들이 인지하도록 만들어준다. 또한 모든 관계는 거래를 바탕으로 하고, 옷이 털로 뒤덮고, 장난감이 망가뜨려지고, 가장 좋아하던 방을 반려동물이 차지하게 될 수도 있다는 점을 배우게 해준다. 반려동물 중에서도 특히 사람을 좋아하는 개들은 애정결핍일수도 있다. 반려동물들은 또한 아이들에게 어떻게 책임감을 가르쳐주고, 반려동물을 키우는데 시간과 돈이 필요하며, 가끔은 비용과 애정 사이에서 무거운 결정을 내려야 한다는 것을 배우게 해준다.

 “누가 개를 돌볼건데?”에 대한 답변으로 아이들은 당연하게 “우리가 할게요!” 라고 대답한다. 그러나 아이들은 스스로 반려동물을 산책시키고, 사료를 주고, 깨끗이 목욕시키는 일을 제대로 하지 않더라도, 결국에는 부모님들이 그 일들을 직접 하게 될 것을 알고 있기 때문에 그렇게 답변하는 것이다. 다른 집안일과 같이 반려동물을 돌보겠다고 아이들과 무작정 약속하고 반려동물을 집으로 들이는 것은 아이들에게 “만약 내가 잘 돌보지 못한다면 엄마가 대신 해 줄 거야.” 라는 생각만 확고하게 할 뿐이다.

 반려동물을 기른다는 것은 아이들도 아이들이지만 어른들의 삶에도 긍정적인 영향을 미친다. 많은 외국인 거주자들은 보통은 혼자 지내는 경우가 대다수이다. 반려동물을 기른다면 문을 열려고 열쇠를 찾는 동안 집 안쪽에서 강아지나 고양이가 문을 긁을 때, 그들이 당신을 기다리고 있었다는 느낌을 선물 받는다. 저녁에 품으로 파고드는 고양이는 당신의 이야기를 들어주는 친구이며 당신을 방해하지도 않을 것이다. 고양이와 강아지는 십 년 넘게 함께 살며 삶에 스며들며 장기간의 정서적인 관계를 맺어나가는데, 사랑 받으며 자란 고양이와 강아지는 새로운 환경에 잘 적응하기 때문에 외국인 거주자들이 살면서 이동할 일이 계속 있어도 심리적인 안정감을 느낄 수 있다. 

 견주들은 강아지와 함께 산책하며 운동도 할 수도, 다른 사람들을 만날 수도 있다. 규칙적인 산책은 관계를 진전시키기도 한다. 강아지와 견주들을 위한 애견호텔이나 애견카페도 있다. 해운대 경동제이드(Jade Towers) 인근이자 해운대해변로 그랜드 호텔(Grand Hotel) 뒤에는 럭셔리한 숙소인 ‘펫텔 Petel(Pet + Hotel)’ 이 생기기도 했다. 펫텔은 여러 애견인들과 만나며 수의학, 애완견집, 펫시터, 반려동물에 관한 시 정책, 애견 동반 여행 등 반려동물에 관한 다양한 정보를 나누기에 좋은 장소이다. 이러한 “부티크”한 카페들은 반려동물들을 위한 특별한 용품을 판매하기도 한다. 

 강아지와 산책하는 시간은 명상의 시간이 될 수도, 무언가를 배우는 알찬 시간이 될 수도 있다. 강아지와 매일 산책하며 한국어(또는 외국어)를 사용하는 전화를 통해 최소 하나 이상의 새로운 표현을 매일 익힌다면, 언어 실력이 급성장하는 것을 느낄 수 있을 것이다. 그렇게 배운 표현들은 실제로 만나는 사람들에게 사용해보거나 반려동물과 연습이라도 해보라! 교육적인 팟캐스트나 당신이 가장 좋아하는 음악을 들어도 좋다. 반려견과 함께 산책할 때에는 산책 루트를 다양하게 하여, 주변 환경에 대해 관심을 가지는 것도 좋다. 억지로 한다고 생각하지 말고 즐기면서 하루 계획을 세워 보아라! 그냥 지나가는 수많은 날 중 하루일 뿐이다.

 이제 문제는 여행을 가는 경우이다. 고양이의 경우 임시 보호자와 충분한 사료와 물, 적당한 상자가 있다면 주인이 몇일간 없어도 무방하다. 그러나 강아지는 산책을 시켜줘야 하고, 이웃에게 부탁을 하거나 비싼 값을 내고 기관에 맡겨야 하며, 신뢰할 수 있는 수의사도 있어야 한다. 외국어로 소통 가능한 수의사는 더 돈을 내야할 수도 있다. 

 만약 당신의 반려동물을 해외로 함께 데려가려 한다면 ‘반려견 여권(petpassport)’이 필요할 것이다. 동물 여권은 EU에서부터 유래된 것으로, 수의사로부터 반려견 여권을 발급받으면 EU 내에서는 자유로이 여행할 수 있다. 오늘날 대부분의 나라에서는 반려견 여권을 승인하고 있다. 반려견 입국에 대한 규정은 나라마다 다르다. 중국의 경우, 본인의 나라에서 승인 받은 광견병 예방접종 서류, 건강증명서, 전문가 소견서 등을 제출해야 한다. 

 만약 당신이 반려동물과 함께 해외로 나가려 한다면 반려동물에 대한 국제 건강 증명서(international health certificate)는 필수적이다. 국제 건강증명서는 보통 동물의 이름, 나이, 국적, 종, 색, 주인의 이름/연락처/주소 등이 기재되어 있다. 일부 비영어권 국가에서는 그 나라의 언어로 번역된 건강 증명서를 요구하기도 한다. 

 물론 고양이와 강아지만 가정에서 키울 수 있는 것은 아니다. 새, 거북이, 페럿을 키우는 사람들도 있고, 우리 가족은 미스티(Mitsi)와 클로드(Claude)라는 사랑스러운 쥐 한 쌍을 기른다. 클로드는 내가 운전할 때 어깨에 올라오며, 미스티는 내 딸 소피가 자전거를 탈 때 딸의 셔츠 앞주머니에 파고든다. 매우 똑똑하고, 웃기고, 귀여운 미스티와 클로드는 부드러운 분홍색 배를 만져달라고 노트북에 등을 깔고 눕기도 한다. 만약 당신이 새로운 반려동물을 찾고 있다면 보호소에 있는 동물을 입양하는 것을 고려해 보아라. ‘레오 멘도자 유기동물 부산 보호소(Leo Mendoza’s Busan Abandoned Pet Sanctuary’ (www.facebook.com/shindogs)’ ) 페이스북 페이지를 방문해보자. 

 아이들을 위해 사람과 친화적인 성격으로 유명한 강아지 종류들도 염두에 두어야 한다.

 운이 좋다면 반려동물은 당신이 아이들과 지내온 시간만큼, 당신의 가족과 함께 살아갈 것이다. 반려동물은 아이들과 똑같은 사랑, 보살핌, 훈육을 필요로 하고 그에 대한 보답으로 당신 또한 같은 것들을 얻을 수 있다. 당신에게 운전을 요구하거나 대학 등록금을 내도록 요구하지 않는 것 또한 반려동물의 장점이다. 하지만 아이들이 좋아한다고 해서 무턱대고 반려동물을 기르는 것에 동의하지 말고, 결정하기까지 충분히 많이 생각한 후 답을 주도록 해야 할 것이다.

귀엽고 작은 강아지를 잘 관찰하여 데려오기 전에 몇 가지 알아야 할 사항들이있다.

• 알레르기가 있는 가족 구성원이 있는가?

• 가까운 미래에 이사할 가능성이 있는가?

• 반려동물 입양처가 믿을만한가? 그리고 혈통서, 예방 접종 기록, 관련 서류들이 잘 구비되어 있는가?

• 당신의 거주지에 반려동물에 대한 제한사항이 있는가?

• 그리고 키우려고 하는 종이 얼마나 크게 자랄지 체크해 보았는가?
